In a small saucepan, melt butter and add milk and. Melt together but do not boil.
Add milk/butter mixture and warm water to bowl and mix until blended.
Add honey and mix all together.
Place dough on floured surface.
Sprinkle small amounts of flour in if sticky, continuing to knead for about 10 minutes.
Place ball of dough in a greased bowl and cover with plastic wrap, place in a warm area. (I place on rack, over a pan of boiled water on the floor of oven.)
Dough should double in size in approx 1/2-1 hour.
Roll dough out and form 2 loaves in greased bread pans.
Allow to rise again 1/2-1 hour.
Brush loaves with honey and sprinkle oats on top.
Bake at 350 degrees for approx 40 minutes, keeping pan of water on the floor of the oven (this creates steam and a nice crust).
