Warm over medium heat, just until sugar is dissolved and temperature reaches 95-100 degrees.
Remove from heat and pour into large mixing bowl. Cool if needed to 95-100 degrees.
Sprinkle the yeast over lukewarm milk mixture and set aside 5-10 minutes.
Add 4 cups of flour and stir until combined. Mixture should be bubbly and puffed.
In a small bowl, mix remaining 1/2 c of flour, baking powder, baking soda, and salt. Stir until blended and mix into dough until all flour is incorporated. Loosely cover bowl with plastic wrap and let rise for approx 1 hour.
Grease cake pans with 3 T softened or melted butter.
On floured work area, roll out dough to measure 30"x18". Dough Should be thin.
Spread softened butter across entire surface of dough, stopping 1" short on 30" side furthest from you.
Sprinkle brown sugar and cinnamon over buttered dough.
Roll into a log, keeping tight, rolling toward unbuttered edge.
Cut into 1" slices, placing cut sides down onto prepared pans.
Cover and rise for 40 minutes.
Bake at 375 degrees for 15-20 minutes. Remove and cool.
